Chicago’s new planning commissioner, Maurice Cox, observed something very quickly when he met with community groups across the city. An empty building on West 79th Street, owned by the Greater Auburn Gresham Development Corporation, that the city says it will help redevelop.

The proposed “Master Planned Development” designation would apply to projects known colloquially as “mega projects.”
